How did the US Government knows how much to spend on Nano technology in 2004? Was it based on a planned yearly expenditure or just plain guess work?

ASEAN countries are also planning to do a lot of R & D in Nano area. How much would you think should a country like Malaysia be spending in.... say 2004 solely on this Nanotechnology field.
